According to well-known transfer reporter Romano, Blackburn's 13-year-old talented star Camden Schapper is expected to join Chelsea's youth training camp.
Romano said Manchester City did not participate in Camden Chapel's competition because he focused on other signing targets.
Schapper came to England from South Africa a year ago. Schapper's younger brother Astin has joined Manchester City's youth training camp. Manchester City once hoped to recruit Schapper as well.
