Due to the continuous yield problem of the 2-nanometer process, Samsung decided to suspend personnel deployment at the Telco Factory in 2024, extending the investment time of the first wafer factory and also extending the equipment and basic facilities orders of the second wafer factory. Although Samsung issued a statement before 2025, it said the plan is still on schedule. However, with repeated delays in construction periods, the local government has revised the corresponding financial award agreement to reduce support for the construction of Samsung Crystalline Factory.

According to Tom’s Hardware's report, market insiders recently revealed that Samsung has indeed delayed the startup time of the first crystal factory in Texas Taylor City, because of insufficient demand and a lack of sufficient customers. In addition, the initial planned session process of Samsung is no longer consistent with current market demand, highlighting the rapid development of artificial intelligence (AI) trends in promoting the rapid development of conductive technology in the second half.

The report quoted Samsung's main contractor's statement, saying that the Tyler City Crystal Factory is still under construction. Its overall progress has been completed by nearly 92% of the factory buildings as of March 2024. The original plan for the base project was completed in August 2025, but now this time has been postponed to October. Although Samsung has not proposed the reason for delaying completion, several sources have pointed out that the main problem is still the lack of market demand to drive the driver.

In addition, some supply chains say that the 4-nanometer stage process originally selected by Samsung Taylor's first wafer factory has a very small market demand and cannot meet the current customer needs. If Samsung, like the previous comments, upgraded the relevant process technology to 2nm stages, and the circular factory needs to be updated greatly, this will be a major and expensive plan, so Samsung has adopted a viewing attitude.
